The video, which also showed a beer bottle in the car, was believed to have been filmed at the Watercrest Shopping Mall in Kloof around 2 pm on Friday.

The incident has prompted the eThekwini city manager, Musa Mbhele, to initiate an internal investigation into the matter. The 95-second video was recorded by an unidentified member of the public who felt compelled to expose the behavior of the city employee.

Throughout the footage, the municipal worker can be seen fast asleep, with his body slumped out of the vehicle, and the driver’s side door left open. The person recording the video can be heard saying, “I want to show you your eThekwini Municipality money at work. This is the vehicle, and please note the driver.”
