Mpumalanga taxi boss Joe “Ferrari” Sibanyoni has come under renewed scrutiny after reportedly receiving a Rule 10.6 Notice from the Madlanga Commission. The notice, issued last week, seeks answers on matters linked to the taxi industry. Sibanyoni could potentially be called to testify before the commission.
A Rule 10.6 notice is a formal notification issued by the commission that requires designated individuals to respond in writing or make representations concerning specific allegations. The questions reportedly relate to Kwaggafontein and alleged criminal syndicates. Sibanyoni’s lawyer confirmed receipt of the notice to SABC News.

The commission has declined to comment publicly on witnesses or possible appearances unless such matters are dealt with during an open hearing. The latest development comes as Sibanyoni faces separate criminal charges. He is accused alongside Mvimbi Daniel Masilela, Philemon Msiza and Oupa “Bafana” Sindane.

The four men face charges of extortion and money laundering. Prosecutors allege that they demanded more than R2 million in protection fees from a businessman between 2022 and 2025.
Sibanyoni Extortion Case Remains Before Court
Sibanyoni and his co-accused were released on bail after appearing in court. The matter remains before the courts after the National Prosecuting Authority re-enrolled the charges.

Sibanyoni has also been identified as an alleged victim in a separate case involving underworld figure Vusimuzi “Cat” Matlala. Matlala allegedly attempted to assassinate Sibanyoni during an ambush in 2022.
The Madlanga Commission is continuing its investigation into allegations involving the criminal justice system and organised crime. Thursday’s proceedings have turned to KwaZulu-Natal, with allegations involving gangs, hit squads, drug syndicates and possible links to police.
