City Power has paid more than R4 billion towards its outstanding electricity debt to Eskom, reducing but not clearing the amount owed to the national power utility. Eskom confirmed it received the payment while the ongoing Promotion of Administrative Justice Act (PAJA) consultation process remains underway. The city has also committed to making a further payment next month.
City Power Debt Reduced Following Multi-Billion Rand Payment
The City Power debt to Eskom had exceeded R5 billion before the latest payment was made. Eskom said the payment was received as discussions under the PAJA consultation process continue, following the utility’s decision to initiate the process in May over Johannesburg’s overdue electricity account.
City Power has undertaken to make another payment to Eskom by 21 August 2026. The utility is continuing to monitor whether the municipality meets the commitments it has made regarding its outstanding account.
Eskom Extends PAJA Consultation Process
The PAJA consultation process has now been extended until 22 August 2026. Eskom said the extension will allow it to complete its assessment of submissions received during the consultation and to evaluate the city’s compliance with its payment obligations.
Eskom spokesperson Daphne Mokwena said the latest payment represents progress but stressed that the outstanding debt has not yet been fully settled.

“While Eskom acknowledges the progress made and the payments received, the overdue debt has not yet been fully settled.
“The PAJA consultation process remains ongoing and has been extended to 22 August 2026 to allow Eskom to complete its assessment of the representations received and to monitor the city’s compliance with its electricity account obligations and the payment commitments it has made.”

The Eskom City Power debt matter remains under review as the consultation process continues. Eskom said it will use the extended period to monitor whether the City of Johannesburg honours its agreed payment schedule.
The outcome of the consultation will depend on the city’s continued compliance with its electricity account obligations and future payments to the power utility.
