The City of Tshwane Metropolitan Municipality has reinstated its chief operating officer (COO), Gareth Mnisi, after issuing him with a final written warning following an internal investigation.
Mnisi returned to work after the municipality concluded disciplinary processes linked to allegations raised during the Madlanga Commission.

The City of Tshwane confirmed Mnisi’s reinstatement in an announcement to the Johannesburg Stock Exchange (JSE) on Wednesday.
As the municipality has debt securities listed on the JSE, it is required to disclose changes involving its senior management.

Mnisi had been suspended from his position after being implicated at the Madlanga Commission in allegations relating to tender manipulation and the leaking of confidential information.
Gareth Mnisi Cleared By Forensic Investigation
A forensic investigation commissioned by the municipality found no evidence of wrongdoing against Mnisi.
Following the report, the City of Tshwane council voted earlier this month to classify the allegations against him as “less serious”.
Under the municipality’s disciplinary framework, the most severe sanction available for that classification was a final written warning, which was subsequently imposed.
DA Challenges Gareth Mnisi Decision In Court
The Democratic Alliance (DA) in the City of Tshwane council has launched legal proceedings to challenge the council’s decision.

The party is seeking to overturn the classification of the allegations as “less serious”, alleging that the council vote was affected by voter rigging.
The matter is now expected to proceed through the courts while Mnisi resumes his duties as the municipality’s chief operating officer.
