The Independent Police Investigative Directorate (Ipid) has arrested three suspects in connection with the controversial Ekurhuleni Metropolitan Police Department (EMPD) “blue lights saga”.
The suspects were arrested on Thursday, 27 August 2026, as investigators continued probing allegations of fraud and corruption involving senior EMPD officials.
Ipid spokesperson Lizzy Suping confirmed that two of the suspects, an EMPD official and a private citizen, were arrested earlier in the day and were expected to appear before the Germiston Magistrate’s Court on Friday.
“Ipid today arrested two of the three suspects implicated in the case known as the ‘blue lights saga’. The two suspects, an EMPD official and a private citizen, face charges of fraud and corruption.
“They will make their first appearance on this matter at the Germiston Magistrate’s Court tomorrow, 28 August 2026,” Suping said.
Later on Thursday evening, Suping confirmed that investigators had also arrested the third suspect, who is another EMPD official.
“The third suspect is now arrested and will be detained at a local police station. The suspect will appear before the Germiston Magistrate’s Court tomorrow, 28 August 2026, with the two suspects arrested earlier today. They face charges of fraud and corruption,” she added.

The investigation centres on allegations that senior EMPD officials unlawfully authorised the use of municipal blue lights by individuals who were not entitled to them.
Businessman and tenderpreneur Vusimuzi “Cat” Matlala is among the individuals linked to the allegations.

Suspended EMPD Deputy Chief Julius Mkhwanazi has also been implicated in the ongoing investigation.
The allegations form part of wider scrutiny surrounding the alleged misuse of municipal resources and the issuing of blue-light equipment to connected individuals.
Three Suspects Due In Germiston Court
All three suspects are expected to appear before the Germiston Magistrate’s Court on Friday, 28 August, where they face charges of fraud and corruption.
Suping said further information would emerge through the court process.
“More information on this matter will be ventilated in court,” she said.
The arrests mark a significant development in Ipid’s investigation, with the accused now expected to formally face the allegations in court.
Julius Mkhwanazi Faces Further Charges
Meanwhile, Mkhwanazi is reportedly facing additional criminal charges connected to the blue lights investigation.
The development came as the suspended EMPD deputy chief appeared before the Brakpan Magistrate’s Court on Thursday for a bail application relating to the murder of Emmanuel Mbense.
Mkhwanazi is expected to appear in the Germiston Magistrate’s Court on Friday over allegations concerning the unlawful installation of blue lights on vehicles linked to Matlala.

State prosecutor Nceba Ntelwa told the Brakpan court that arrangements had been made for Mkhwanazi to spend the night at another police station before his expected court appearance in Germiston.
The latest allegations add to the criminal matters already facing the suspended EMPD official.
