The City of Cape Town has successfully received a clean audit, distinguishing itself as the only metropolitan area in the country to achieve this accolade, according to Auditor-General Tsakani Maluleke.
During her briefing to Parliament’s Portfolio Committee on Cooperative Governance and Traditional Affairs regarding the 2022–23 local government audit outcomes, Maluleke highlighted the outstanding performance of the City of Cape Town.
She reported that many metros nationwide are grappling with compliance issues, particularly in procurement and contract management. This accolade serves as a testament to Cape Town’s commitment to upholding high governance and financial management standards.

Maluleke observed that political instability has notably compromised the administration of many metros. Such instability often disrupts the functioning and efficacy of local governments, making it difficult for them to maintain strong administrative practices.
Another significant concern highlighted was the inability of 75% of metros to produce reliable service delivery reports.
Metros, fundamentally responsible for substantial service delivery, face obstacles in hiring the appropriate skills and acquiring essential information systems crucial for compiling credible financial statements and performance reports.
“Metros need support to build capacity, as strange as that might sound. We find that the political instability that confronts the administration of the metro has a direct impact in weakening these institutions,” remarked Maluleke.
She emphasized that addressing these underlying issues is paramount to enhancing the functioning of metropolitan administrations nationwide.
